</p>
<p>
	Santa Barbara County Sheriff&rsquo;s Office Patrol Deputies, along with Narcotics Investigators, responded and located a single-engine, approximately 25-foot &ldquo;Panga&rdquo; style boat on the beach.&nbsp; Investigators found items of potential evidence inside and strewn about the surrounding beach, including numerous fuel containers, clothing and other miscellaneous trash type items.&nbsp; Based upon the evidence found at the scene, investigators were unable to immediately determine if this boat was used to smuggle drugs, or if it was used to facilitate human trafficking.
</p>
<p>
	Representatives from California State Parks, Homeland Security Investigations (HSI), and the U.S. Coast Guard also responded to the scene.&nbsp; Investigators removed the boat and debris left behind by the persons involved in this maritime smuggling crime.
</p>
<p>
	This is the third &ldquo;Panga&rdquo; discovered in this general vicinity of Refugio State Beach in recent months.&nbsp; The last one was found at nearby Arroyo Quemada Beach on May 17th.&nbsp;
</p>
<p>
	The Sheriff&rsquo;s Office Special Investigations Bureau is working with HSI to investigate the increase of &ldquo;Panga Boat&rdquo; activity in our area.</p>

</p>
<p>
	Patrol Officer Christopher McGuire located fingerprints at the scene of a May 28, 2013 residential burglary on Running Stag Way, Paso Robles. The fingerprints were submitted to the San Luis Obispo County Sheriff&rsquo;s Crime Lab for analysis. The fingerprints were subsequently linked to Roufs.
</p>
<p>
	A search warrant prepared by Officer McGuire was served at Rouf&rsquo;s residence on Shale Rock Road in rural Paso Robles. &nbsp;The search warrant led to Rouf&rsquo;s arrest and the recovery of stolen property from the Running Stag Way burglary. &nbsp;Additionally, officers were able to link Rouf&rsquo;s to two other residential burglaries on Sycamore Canyon Road and Cedarwood Drive, Paso Robles.
</p>
<p>
	Officers recovered several thousand dollars&rsquo; worth of electronic items, jewelry and a .357 caliber revolver as a result of the investigation. &nbsp;The victims of the burglaries have all been notified of the property recovered. The PRPD has not been able to link Rouf&rsquo;s to any other burglaries as of this time.

<p>
	Roufs was booked into the San Luis Obispo County Jail on felony charges related to the three burglaries.</p>

	<a href="http://920kvec.com/wp-content/uploads/2013/02/slofire.jpg"><img alt="slofire" class="alignright size-full wp-image-1728" height="200" src="http://920kvec.com/wp-content/uploads/2013/02/slofire.jpg" width="200" /></a>San Luis Obispo City Fire Department personnel responded to a reported structure fire at 230 Kentucky Ave in the City of San Luis Obispo at 4:49 pm Saturday.&nbsp; The first arriving SLO City Fire Department unit found a small kitchen fire in the 1,200 square foot single-story residence. &nbsp;The elderly female occupant and neighboring Cal Poly students were attempting to put the fire out from the exterior with a garden hose when firefighters arrived.
</p>
<p>
	The remaining fire was quickly extinguished and overhauled by the first arriving fire department unit. &nbsp;Control was achieved within 6 minutes of the initial 911 call.
</p>
<p>
	The elderly female resident suffered minor smoke inhalation while attempting to extinguish the fire. &nbsp;She was medically evaluated on scene by fire department paramedics. She refused transport to the hospital for further treatment.
</p>
<p>
	The property loss/damage to the structure and contents is estimated at $3,000. &nbsp;According to Fire Captain Bob Bisson the fire started when the resident accidentally caught an oven mitt on fire while cooking. &nbsp;She thought she had extinguished the oven mitt and then set it on top of a nearby box. &nbsp;It reignited when she was out of the kitchen and fire then spread to nearby combustible objects under the kitchen table. The cause of the fire was accidental.
</p>
<p>
	The residence did not have a working smoke detector in the home according to fire personnel on scene.&nbsp; SLOFD personnel helped clean up the fire damage and installed a new smoke detector for the resident before leaving.&nbsp;</p>

<p>
	Upon arrival to the scene, firefighters found a one to three acre grass fire with a moderate rate of spread.&nbsp; There were no structures threatened.&nbsp; The fire spread uphill into heavier fuels and consumed 6 to 8 acres.&nbsp;&nbsp; Additional resources were ordered including engines, crews and aircraft.&nbsp;
</p>
<p>
	The forward progress of the fire was slowed due to numerous water drops from the Santa Barbara County Air Resources Unit helicopter.&nbsp; The fire was contained at 3:30 pm. There were no injuries reported. The cause of the fire is related to a hot work (welding and cutting) operation.&nbsp;</p>

</p>
<p>
	Several private citizens and animal control officers attempted to confine the dog, however, he appeared highly suspicious of people and evaded all efforts to catch him.
</p>
<p>
	Based upon concern that the dog seemed to have an injured leg, which may need medical attention and the potential concern for public safety caused by his wandering in high traffic areas, Animal Services staff utilizing a dart gun were able to sedate and capture the dog at approximately 12:30 today.
</p>
<p>
	The dog will be transported to the Animal Services shelter where its injuries and general condition will be assessed.&nbsp; At present, there is no indication of the identity of the dog&#39;s owner.</p>

	<a href="http://920kvec.com/wp-content/uploads/2013/06/Templeton-Community-Services-District.jpg"><img alt="Templeton-Community-Services-District" class="alignright size-full wp-image-3061" height="200" src="http://920kvec.com/wp-content/uploads/2013/06/Templeton-Community-Services-District.jpg" width="200" /></a>The 2012-2013 San Luis Obispo Grand Jury has concluded its investigation into the procedures and practices of the Templeton Community Services District and its Board of Directors. The inquiry and subsequent investigation were prompted by published news reports critical of the activities of the CSD and allegations that its board of directors had not followed regulatory requirements or industry best practices for its policies and procedures.
</p>
<p>
	The Grand Jury reviewed copies of minutes of Templeton CSD Board meetings, interviewed members of the press, past and present Board members, local residents and a Chamber of Commerce representative. &nbsp;The jury also determined that the web-site used by the TCSD was inadequate in reporting the District&rsquo;s activities.
</p>
<p>
	TCSD scheduled meetings were frequently cancelled without notice. &nbsp;Some citizens stated that they were not allowed adequate time to speak during the meetings that were held and that some special meetings were called without sufficient notification.
</p>
<p>
	The Grand Jury has recommended that the Board conduct its meetings in a professional and collegial manner. &nbsp;The Jury also suggests specific training of Board members on the Brown Act and its mandates governing the conduct of CSDs.</p>

		<title>Teens Confess To Los Osos Church Vandalism</title>

Seven stained glass windows and three other windows had been broken at the church.
</p>
<p>
	After initially denying their involvement, two male suspects, an 18-year-old from Morro Bay and a 19-year-old from Los Osos both admitted they were responsible for the damage to the church.
</p>
<p>
	Investigators were able to confirm this incident was not a hate crime. &nbsp;There are no outstanding suspects in this case. &nbsp;The Sheriff&#39;s Office will forward this case to the San Luis Obispo County District Attorney&#39;s Office for review.
</p>
<p>
	Since no arrests were made in this case, the Sheriff&#39;s Office cannot legally disclose the identities of those involved at this time.&nbsp;</p>
